care it is, to consider sympathetically the proposal to

treat Chinese Studente in a way similar to that of the

United States. I believe that favourable action would

not only tend to allay the irritation felt in China owing

to the Treaty of Alliance which exists between our Empire

and the Empire of Japan, but its stimulus to trade also

would be of great economical value.
